2. Do I need to license my pets with the City? How?

Yes, all dogs, cats, pot-bellied pigs and ferrets need to be licensed with the City's animal shelter. Bring or mail a copy of your pet's current Rabies Vaccination Certificate and appropriate fees (Fees for licensing are $5 for spayed / neutered animals or animals who are six months of age or younger, free for seniors 60 and over whose animals have been spayed / neutered and $10 for animals not spayed / neutered) to:

3. Does Rowlett have a leash law?: Yes, the City of Rowlett Code of Ordinances Chapter 6-4 (Running at Large) states, "(a) It shall be unlawful for any owner of an animal, other then a cat, to cause, permit, suffer or allow the animal to run at large. (b) Any animal control officer or police officer is authorized to impound such animals running at large, other than a cat, and may impound a cat upon receipt of a complaint that the cat causes a nuisance or hazard to the health or welfare of any person or animal."

1. Do I need to obtain a permit for repairing a portion or replacing the entire fence?: If you are repairing a portion or replacing your fence, a permit is required before construction of the fence. Please download our Fence Regulations to gather more information of what kind of information needs to be submitted to the City.

2. My water heater needs repair and I will be doing the work myself. Do I need a permit?: A water heater has certain codes required by State law that must be followed. Once the water heater has been replaced or repaired, a building inspector must come out to check and make sure the repair or replacement meets the code standards.

3. As a contractor, must I register with the City of Rowlett before I pull a permit?: It is mandatory that a contractor register with the City before completing a proposed job. You have the option of filling out a Contractor Registration Form online and a Credit Card Authorization Form and faxing it to 972-412-6228 or by visiting us at the Development Services Building located at:

4. If I sublease the Take Area adjacent to my property, do I still need a permit to build any structures or place items in the subleased area?: Yes, permits are required for any improvements within the Take Area including, but not limited to, retaining walls, boat houses, piers, docks, patios, barbecue pits, play structures, gazebos, walkways, etc. Please contact the City of Rowlett Building Inspections Department at 972-412-6125 for more information.

5. Do I need permission to put landscaping in my subleased Take Area?: Yes, proposed landscaping materials and installation locations must be reviewed and approved by the City of Rowlett. Please keep in mind that any herbicides, pesticides, fertilizers, etc., that are used within the Take Area must be approved by Texas Commission of Environmental Quality or the U.S. Environmental Protection Agency for use around water supplies.

The City of Rowlett does not accept tax payment from citizens.

However, if you are a Dallas County Rowlett resident, you will receive two tax bills. City taxes and County taxes will be collected by the Dallas County Tax Office or you may reach them at 214-653-7811. School taxes will be collected by the Garland Independent School District Tax Office or you may reach them at 972-494-8570.

5. Do Rowlett residents have landfill access?

Yes, Rowlett residents are allowed to dispose of debris, without charge, twice within a calendar year at the Hinton Landfill and Transfer Station located in Garland by obtaining a "Landfill Pass" from the City of Rowlett. To obtain a Landfill Pass, residents simply need to present a valid driver's license and current water bill at one of the following locations:

City Secretary's Office, City Hall, 4000 Main Street

When using the Landfill Pass, the resident will need to present their driver's license and current water bill to the City of Garland attendant.

7. Where can I go to get a marriage license?: The City of Rowlett does not issue marriage licenses. A license may be obtained from any county in the State of Texas. To obtain a license from the Dallas County Clerk's Office or from the Rockwall County Clerk's Office.

1. What is Code Enforcement?: Code enforcement is city employees working with residents, neighborhood associations, public service agencies and other city departments to facilitate voluntary compliance with city laws and codes.

2. What types of codes do you enforce?: We enforce environmental, nuisance, life safety and zoning codes. Examples include signage in the right of way, vehicles parked on the grass, graffiti, high grass/weeds, vegetation obstruction, trash on property, illegal dumping, fences in disrepair, abandoned or illegal vehicles and trash cart placement.

4. Why hasn't my complaint been addressed?: Due process is necessary on each case per state law, allowing a minimum of seven days for voluntary compliance.

5. Why was my car tagged as a junked or inoperable vehicle?: Inoperable means not capable of being used or operated due to legal or mechanical incapability. If a vehicle on private property has not moved in 30 days, is dismantled or has expired registration and/or inspections tags it is deemed a junk motor vehicle.

6. Why are my garage sale or other signs being removed?: Signage, such as garage sale signs, is only allowed on private property. No signage is allowed in public right of ways. All signs found or reported on public property will be removed.

1. Who do I contact for mosquito issues?

Dallas County is responsible for mosquito treatment in the City of Rowlett, including the portion of the City located in Rockwall County.

Once a complaint has been reported an expert will survey the property looking for larva, adult mosquitoes, and standing water. If larva are found the source will be treated with larvacide. Dallas County can also place a trap out overnight to get a representative count on the adults and test the adults to determine if they are carrying disease.

Currently, Dallas County is not spraying to exterminate adults unless a group of mosquitoes is found to be carrying a disease.

4. Is fingerprinting available to the general public?: Fingerprints are available to the general public on the following dates and times:

Coming to the Rowlett Police Department located at 4401 Rowlett Rd. Rowlett, TX. Once you arrive, simply walk into the lobby, and pick up the white courtesy phone marked JAIL and press the button. One of the Detention Officers on duty will answer, and assist you.

6. How can I go about bonding someone out?: If you are wanting to bond someone out you will need to know if they are being held on a Class "C" misdemeanor charge (i.e. FMFR, Public Intox, etc.)or on a warrant. If they are being held on a Class "C", you may post their bond here at the Police Department. You may pay by the following ways:
Cash (Exact Amount, we cannot make change)
Credit Card(MasterCard/Visa) for Rowlett PD charges only. The name on the credit card must match to the name on the Drivers License
Money Order(s) or Cashier's Checks made payable to the City of Rowlett.
Attorney Bonds may be posted. You will need to contact a Bail Bond Company to arrange this to be done.
If the person is being held for a Class "B" or above charge, and the charge will be filed through Dallas County, you will either need to pay the money at Dallas County (Lew Sterritt) or go through a Bail Bonds Company. If you do not post a bond, then the inmate will be transferred to Lew Sterritt.
If the person is being held for a Class "B" or above charge, and the charge will be filed through Rockwall County, you may post a Cash Bond at Rowlett PD. Only cash will be accepted. In order to contest your appraisal, you must complete the following steps. 1. File a written protest. Protest filings will not be accepted by electronic communication (facsimile, email, etc.). A noice of protest is sufficient if it identifies the owner, the property that is the subject of the protest ad indicates that you are dissatisfied with a decision made by the appraisal district. 2. File your notice of protest by May 31 or no later than 30 days after the appraisal district mailed a notice of appraised value to you, whichever date is later. 1. Can I get my blood pressure checked at the fire stations?: Yes. We offer this service free at all four Rowlett Fire Stations.

2. When are the outdoor warning sirens tested?: The sirens are tested with a three minute blast on the first Wednesday of each month at 1:00pm. The siren will fade in and out as it rotates. At times, this will be followed by a second test for three minutes.

6. How do I get my Fire Alarm and Fire Sprinkler System plans reviewed?: For information regarding plan reviews and permits for fire protection systems, fire lanes and other fire safety questions contact the Fire Marshal's Office. 972-463-3941. Fire Alarm and Fire Sprinkler Permits

7. How often should I check my smoke detector?: Smoke detectors should be checked on a monthly basis. Batteries should be replaced twice a year. A good way to remember to change your batteries is to change them when you change your clocks for daylight savings time.

8. Can I discharge fireworks in the city limits?: No. It is illegal to sell, possess or discharge fireworks within city limits.

9. Will the fire department come out if I lock my keys in the car?: Fire Rescue can only unlock vehicles that have a person or animal locked inside or if the engine is running in an enclosed space such as a garage or at the gas pumps.

10. What type of fire extinguisher is the best for my home?: A multi-purpose fire extinguisher is the best for your home. Look for a rating of at least 2A-10-BC and it should show an ABC on the label. This fire extinguisher can be used on any type of small fire commonly found in the home.

11. What do I do with old fire extinguishers?: If you have an old fire extinguisher to dispose of, please contact a fire extinguisher contractor in the yellow pages. We do not dispose of old extinguishers.

12. Does the fire department do fire stations tours and other special events?: Yes, the firefighters are happy to do tours when available. Please call Gloria Adams at 972-412-6230 to schedule an appropriate time and date for your group. We do not have birthday parties at the stations due to the possibility of fire calls coming in during the event.

13. Can the fire department fill my swimming pool?: No, we cannot fill swimming pools.

14. I am a diabetic. Can I drop off my used syringes at the fire stations?: Yes, you may dispose of your syringes and needles at any fire station. Provided that they are in a "Red Sharpes Container."

Graffiti

1. Does graffiti mean I have gangs in my neighborhood?

Not necessarily. Although gangs do use graffiti to communicate, most graffiti is not gang related.

There are three basic types of graffiti:

Graffiti done by taggers or tagging crews - In some circles graffiti is considered the creation of art. While just as damaging, these individuals seldom have any agenda beyond expressing their creativity.
Graffiti done by vandals - In many cases, these are the same individuals who would slash vehicle tires, break windows or damage mailboxes.
Gang-related graffiti - While uncommon in our own community, it is particularly prevalent and damaging in certain major east and west coast cities.

2. How can I tell the difference between these three types of graffiti?: You probably can’t. One type of graffiti usually looks much like another. Gangs and taggers alike use their own preferred colors, signatures, symbols or names. Certain major street gangs identify themselves by wearing certain colors and use these same colors in their graffiti to intentionally identify themselves. Vandal graffiti is often obscene and anonymous. These are very general descriptions and any type of graffiti may take on the characteristics of the other types. The content being communicated is not generally discernible to the average person. Specialized police courses are available which instruct our detectives to draw conclusions based on information gained in previous investigations.

3. My fence keeps getting painted with graffiti. Does this mean I've been targeted by a gang?: Probably not. Most graffiti should not be taken personally. If you have graffiti on your property, it may simply be that your property is convenient to paint on. Don't assume you've been singled out. Also, do not be afraid to remove the graffiti from your property. Graffiti writers almost never retaliate against property owners.
You should, however, report incidents of graffiti on your property to 9-1-1. This will generate a police report and help the Police Department track activity patterns. That, in turn, influences our decisions on how to deploy our resources. Finally, experience shows that when graffiti is swiftly removed, within 48 hours of its occurrence, it is less likely to show up again in the same location. If the goal of the perpetrator is to gain attention, let’s deny them that and encourage them to move elsewhere.

4. What should I do if I see someone painting graffiti?: Call 9-1-1. Do not try to confront someone painting graffiti. Whether or not it is a gang or a gang member, the person doing it is willfully violating the law and should be considered potentially dangerous. Call 9-1-1. Your police will handle it.

5. If someone is caught painting graffiti will they be arrested, and what is the punishment?: Yes, they can be arrested and charged just like any other criminal. The punishment for someone convicted of criminal mischief (graffiti) depends on the amount of damage caused. For damage under $50, the crime is a Class C misdemeanor, punishable by a fine of up to $500. The maximum penalty, for damage of $200,000 or more, is a First Degree Felony, punishable by a minimum of five years in prison and a fine of up to $10,000 (Texas Penal Code, 28.08).

6. Is it illegal for minors to purchase spray paint?: Yes, businesses that sell products marked "vapor harmful", including spray paints, are required to prominently display a sign that reads: "It is unlawful for a person to sell or deliver an unusable volatile chemical to a person less than 18 years of age. Except in limited situations, such an offense is a State Jail Felony."

3. How can I increase participation at my HOA or NA meeting?: Consider holding your association meeting and your neighborhood Crime Watch meeting simultaneously. Your members will be glad they have only to attend one meeting, and your participation will increase.

4. How do I start an association?

The process for initiating an HOA does not have to be intimidating, but some organized steps should be used.

Step One - Determine the need for the association. To do so, host an informal meeting with your neighbors to see if there is a real interest in or need for the association. While it is optimum for 100% of area residents to attend the initial meeting, it is not imperative that they be present at that time. This first meeting could be among just a few or all of your neighbors.

Step Two - Check with the Dallas County or Rockwall County Clerk’s Office (depending on your address) to see if the developer has filed a Declaration of Covenants, Conditions and Restrictions for your subdivision. 2. Do I have to apply online?: Yes, applications must be submitted online. We no longer accept paper applications, and we cannot accept a resume in lieu of an application. However, please feel free to submit a resume along with your online application.

5. I do not see the job that I’m interested in today. 7. What are the driving requirements for positions that require a valid Texas driver’s license?

The City of Rowlett will conduct a driver’s license check on all persons applying for OR who are employed in positions that require driving. An applicant for a position that requires a valid Texas driver’s license will not be considered for such position if their Department of Public Safety (DPS) driving record evaluation score is six (6) or more demerits in the last three (3) years (5 years for a DWI violation).

An employee whose DPS driving record is evaluated with a score of six (6) or more demerits in the last three (3) years (5 years for a DWI violation) will be removed from driving and placed in an available position in the department for which he/she is qualified and offered the position. If no position is available, the employee may be terminated.

8. Will there be testing? How will the testing be conducted?: Yes, but only if you are applying for a position that requires testing. 1. How can I get a library card?

The Library primarily serves the residents of Rowlett and surrounding communities, however anyone is eligible for a library card.

For adults and young adults (14-17 years):

Show a valid I.D. and proof of address, such as a driver’s license.

Sign the card and accept responsibility for all items checked out.

For children under 14:

A parent or legal guardian shows a photo I.D.

The adult fills out an application form and signs the child’s card.

The adult is responsible for all items checked out on the child’s card.

2. How do I use the Library’s Wireless (Wi-Fi) Access?: Free wireless internet access is accessible in the Library to any patron who comes in with a laptop and Wi-Fi card. Start up your laptop and open your web browser and you should connect to the wireless network. If necessary, change your connection settings to obtain an IP address automatically then restart your laptop.
As with any Wi-Fi access, you should disable file sharing and print sharing and maintain up-to-date anti-virus protection. Printing is not available over the wireless connection, but is possible from the workstations in the Library's PC Lab.

3. How do I use the PC Lab?

4. Can I borrow materials from other libraries?: We can request items for you from other libraries through Interlibrary Loan. Availability and loan periods may vary. We will notify you of any fees charged by the lending library.
Rowlett residents may obtain a TexShare card to borrow materials from participating libraries. Lending policies will vary by library.

5. What about renewals?: An item may be renewed if there is no request for the item from another patron. You may renew any item for one additional check-out period.
Renewals may be made in person, by telephone or through the Library’s online catalog.

6. How do I use my library card?: You must present you valid library card to the Circulation Staff to check out any materials. Be sure you have your card with you when you come to the Library (a driver's license may also be used to identify an account).

7. How many items can I check out?

The first time you use your card, you may check out any combination of five books, audio books, music CDs or movies.

After the first time, a total of 50 items may be checked out on a library card.

This can include up to 20 of each of the following types of materials:

9. How can I return items when the Library is closed?: The drive-through book and video depositories are open 24 hours a day, seven days a week. There are two outside return slots: one for books and one for videos / DVDs and audio books.

10. Can I reserve items?

To request an item in the collection, whether or not it is checked out:

Call us or tell us in person to put you on the waiting list for that item.

Place a hold from any of the Library’s computer catalogs.

Place a hold from your home or office by visiting our online catalog and clicking on “My Account”.

We will notify you when the request is filled then hold the item at the Circulation Desk (three days for DVDs or five days for all other items) for you to pick it up.

11. What happens if an item is overdue?: The extended use fee for books, audio books, videos / DVDs, music CDs and magazines is $0.20 per day (we do not count the days that the Library is closed).
The maximum fine charged is the cost to replace the overdue item.

12. What happens if I lose or damage an item?

If an item is lost, the fee charged is the cost to replace the lost item plus a non-refundable $15 processing fee.

If a lost item is paid for then returned in good condition, the replacement cost will be refunded. The processing fee is not refundable.

If a returned item has been damaged, we will determine whether the item can be repaired or whether it must be replaced.

If it can be repaired, a fee to cover the repair costs will be charged. If it needs to be replaced, we’ll charge the cost to replace the item plus a $15 processing fee.

13. What happens if I lose my card?: Please notify the Library as soon as you discover your card lost or missing so we can render the card inactive. A replacement card is $1.

1. What is zoning and how do I know what my property is zoned?

Zoning refers to a common practice in city planning, where a comprehensive plan is developed to decide how land should best be utilized. The comprehensive plan breaks the City up into various “zones,” dictating what sorts of things can be built in these zones and what kinds of businesses are acceptable. All zoning changes proposed in the City must go through a public hearing process as determined by state law.

Zoning laws serve several functions. They protect existing businesses and residences. For example, in a city without zoning laws, a company could build a factory in the middle of a residential zone, potentially impacting the quality of life for residents. Zoning laws ensure that land use is consistent within a specific area of the City, and that conflicting uses like heavy industry and residential housing are kept isolated from each other for the convenience of all.

Many cities also use zoning laws to protect their look and feel. For example, a law could restrict buildings in a certain zone to a set number of stories, or it could block the construction of apartment complexes within a particular neighborhood. Zoning laws are also used to ensure that neighbors do not infringe on each other with new construction; for example, most zoning laws require the footprint of a new structure to be significantly smaller than the lot it is built on, ensuring that people don't, for example, build homes which block the views of neighbors.

To know what uses are permitted in a certain zoning district please refer to the use chart found in section 77:301 of the Rowlett Development Code . This is a guide and depending on the property other restrictions may apply so please contact staff for detailed information about specific locations.

2. What is a plat?: A plat is a map of an approved subdivision filed with the County Register of Deeds. It shows surveyed lot lines, street rights of way, easements, monuments and distances, angles and bearings pertaining to the exact dimensions of all parcels, street lines and so forth.

3. When must property be platted in the City of Rowlett?: Before any building permit is issued in Rowlett, a plat must be on file with the County.

4. What county do I live in?: The City of Rowlett spans both Dallas and Rockwall Counties. All properties located east of Dalrock Road are located in Rockwall County. All properties west of Dalrock Road are in Dallas County.

7. What are building setbacks?: Setbacks are required minimum distances between a building and the related front, side, exterior side (the street side of a corner lot), or rear property line. These distances determine how far construction must be set back from the property line. Setbacks for your particular property may be determined by determining the zoning and referring to the dimensional chart found in section 77:400 of the Rowlett Development Code .

8. How do I find my property lines?

First, obtain a copy of your property's legal description. See: How Do I know if my property is platted or not?

Using this information, try to locate your property pins - iron rods inserted into the ground in each corner of your property (you may need to use a metal detector to find them). Stringing a line (or laying a garden hose) between those pins will give you a fairly accurate idea of where your property lines are.

You may also want to hire a surveyor to determine your property corners and property lines.

1. How do I pay traffic tickets?: Citation fines are collected through the Rowlett Municipal Court, which is located in the same building as the Police Department at 4401 Rowlett Road. The Municipal Court web pages and specific instructions are available online.

2. How do I get a copy of a criminal offense report or an incident report?: Most events investigated by or reported to the Rowlett Police Department result in the creation of some type of written report. In general, reports are separated according to whether there was a criminal violation of some law or if there was some notable incident that justified written documentation. You may obtain a copy of a criminal offense report or an incident report by contacting the Rowlett Police Department Records Section in person at 4401 Rowlett Road. They are open Monday through Friday, 8:00 am - 5:00 pm. Copies of offense reports are provided at the cost of 10 cents per page. Requests must include information to identify the report (i.e., the incident number), date and location of the offense or the complainant's name. You may also make a request by Email or online.

3. How do I get a copy of a motor vehicle crash (accident) report?: Under certain circumstances, the Rowlett Police Department creates written documentation of collisions involving motor vehicles. You may obtain a copy of a motor vehicle crash (accident) report by contacting the Police Department Records Section at 4401 Rowlett Rd. If the report is picked up at the Records Section the cost is $4.00 and $6.00 if obtained online from a private service company. Please call the Records Section first at 972-412-6203 to make sure your report is ready. Two pieces of information, such as the date, incident service number, location, or names of persons involve are required. They are necessary to identify the specific report. These copies may also be accessed by email or online.

4. Is it legal to ride a bicycle on the sidewalk?: According to the State of Texas Transportation Code 551.101, "a person operating a bicycle has the same rights and duties applicable to a driver operating a vehicle..." This goes on to list certain exceptions required by the very nature of bicycles. Therefore it is illegal to ride a bicycle on the sidewalk.

Of a somewhat similar nature, the State of Texas recognizes the special needs of some of our citizens who utilize electrically powered devices to assist in their everyday lives. Regarding these specialty devices, Section 551.203 states, "a person may operate an electric personal assistive mobility device (which can only have two wheels) on a sidewalk." Should you have some questions as to whether a specific device meets the requirements for this statute, we will be pleased to examine it and provide an opinion.

5. May electric vehicles and motorized scooters be ridden on streets and sidewalks in Rowlett?: Yes, but there are specific requirements which must first be met. The relevant Texas law regarding electric scooters may be viewed in its original format as approved by the Texas legislature by viewing Transportation Code Section 551.301.

Sidewalks and roadways are available for use by scooters with a motor size less than 40cc. Scooters may only be operated on roadways with a posted speed limit of 30 mph and lower. For the purposes of this law, motorized scooters with engines greater than 40cc capacity will be regulated under the same laws as motor vehicles. Municipalities are given the privilege of further regulation, and such an ordinance has been enacted by the Rowlett City Council.

6. How can I file a supplemental stolen property report?: Offense and Incident supplemental stolen property reports may be obtained by downloading a copy online, contacting the Rowlett Police Department Records Section, in person at 4401 Rowlett Road, Monday through Friday, 8 AM – 5 PM, or by mail. 7. How do I get fingerprinted?: Fingerprinting may be obtained by contacting the Rowlett Police Department Detention Services Section, located at 4401 Rowlett Road. Fingerprinting is done on Tuesday, Thursday, and Saturday from 9:00am until 7:00pm. The cost is $5.00 per card if we have to supply the fingerprint card(s). If you provide your own, then the cost is only $5.00, no matter the quantity. Payment can be made by either personal check made payable to the City of Rowlett, or exact cash. We are unable to make change. We are also unable to provide fingerprinting for immigration purposes.
Please be aware that fingerprinting is done in the jail. Persons under 18 are not permitted in the jail and we have no facilities to accommodate small children.

8. How do I get an impounded vehicle released?

Vehicles NOT held as evidence in a criminal action will be released by the storing wrecker service company. If you do not know where your vehicle has been stored, you may contact the City of Rowlett Police Department Communications Division at 972-412-6200 and select Option #1 for the location.

The Texas Department of Transportation provides guidelines to the wrecker service companies regarding release of vehicles. This is not controlled by the City of Rowlett Police Department. To view the curent TxDOT regulations regarding vehicle storage facilities and vehicle releases please follow this link to the TxDot website. To obtain your vehicle, you must contact the appropriate wrecker storage company and pay the impound/storage fees accrued.

We will use this information to add/update your company in our vendor database. 2. How do I obtain a bid tabulation?: Bid tabulations are distributed to the bidders for formal sealed bids as soon as they are completed. 1. Why has the City of Rowlett decided to utilize red light cameras?: According to the Federal Highway Administration more than 2.7 million intersection crashes occur across the country annually, resulting in over 9,000 fatalities. Each year more than 50% of all reported crashes and 22% of all injury crashes occur in an intersection. Effective traffic management remains a high priority for our private citizens, the business community and city officials.
We believe the Automated Red Light Camera Enforcement program will aid our efforts in traffic management by reducing the number of red light violations thereby reducing the number of red light crashes and injuries associated with such crashes. The purpose of this program is to increase traffic safety in the City of Rowlett. Our goal is to reduce the number of red light violations, red light crashes and red light injury crashes.

2. Does a violation of this ordinance go on my driving record?: No, it does not. City Ordinance 14-04 establishes a civil penalty against the owner of the vehicle, not the operator. As such, it is not reported to the Texas Department of Public Safety.

4. Who mows the City’s property?: The Parks Department oversees all of the mowing in the City. You may contact the Parks Department at 972-412-6145 for more information.

5. What should I know about high water covering streets or alleys?: The Street Department provides barricades for high water and as requested by the Police Department. If you are not sure about the depth of the water at any location, do not drive through it.

7. Does the Street Department sweep the residential streets?: No. The City has a contractor who sweeps only the arterial streets bimonthly.

9. Will the City of Rowlett sand my street during icy weather?: We do not sand residential streets. The Street Department's first priority is to sand bridges, major intersections and steep inclines on arterial streets. The Texas Department of Transportation (TxDOT) is responsible for sanding the bridges along Lakeview Parkway (SH 66).

1. When will my bulk trash or brush be picked up?: The City provides a weekly brush and bulk item collection on a call-in basis through IESI, their contracted waste collector. To schedule a pick-up, call IESI at 972-475-3600. All collections will be scheduled to be picked up within 14 calendar days of the initial call for service. Please place brush and bulky waste at the same pick-up location as your poly cart.

2. What are the rates for residential trash pick-up?: The monthly trash collection fee paid by Rowlett residential customers is $15.01, which includes one trash and one recycling poly cart. Each additional poly cart is $7.51.

9. Why is my water base rate higher than my neighbors?

The water base rate is actually based upon the size of the meter. Customers with larger meters pay a higher water base rate. There are several reasons for this:

The size of the meters are determined by the builder/developer.

The cost of large meters are dramatically higher. Even though the property owner pays for the original meter, the City is responsible for future replacements.

Larger meters take more resources to maintain.

Larger meters are less accurate at low flows, resulting in customers being charged for slightly less water than they actually use.

10. Why does my utility bill fluctuate?: The City tries to ensure that each meter is read every 29-31 days for billing stability and consistency. However, sometimes technological difficulties occur which cause the reading to be as late as 36 days or as early as 25 days. Also, the actual amount of water each customer uses is highly dependent upon personal needs. Other factors can contribute to fluctuating bills. For example, weather plays a big factor in consumption. Some customers have electronic irrigation systems that run even when raining while other customers use manual systems and closely watch the weather. Long periods of hot, dry weather tend to turn the grass brown and individual customers vary in their desire to address that issue.

11. Does the City charge me if a pipe breaks?: Each customer is 100% responsible for all leaks on their property up to the meter itself. The City is responsible for the meter and the piping from the meter to the water main. If there is a leak and it is determined that the leak was caused by the meter or the piping that the City is responsible for, the City will fix the problem at no cost to the customer and will adjust the customer's account for the excess usage. If the leak occurs on the property and is not due to the meter, the customer is responsible for the repairs and for all of the water spilled.

14. What do I do if I think my water bill is wrong?

If you suspect your water bill is wrong, please follow these simple steps:

1) Look at the Service Period on your bill. This information can be found on the top right-hand corner of your bill under the Account Information Section. Think back to this time and try and remember if there were any changes in household habits (for example, you may have watered extra days, had extra guests, etc.). If so, this is probably the reason your bill has increased.

2) Compare the consumption during this period with the consumption of the same time period last year. Most households following the same trends each year.

3) Check for leaks. Check to make sure there are no faucets left running or leaking toilets. You may come into the Business Office and request a toilet tablet that will show if there are any leaks in your toilet. Monitoring your meter will also help to determine whether you have a leak on your property. First, turn everything off that requires water including your automatic ice maker. Then, go to your meter, located in front of your house (between the sidewalk and street) to see if there is movement on your meter. If there is movement on your meter and you have turned everything off, you most likely have a leak. If this is the case, you will need to contact a plumber in order to locate the leak.

16. Why was it necessary to establish two different volume rates for water utility?: The purpose of the "tiered" rate structure is to encourage conservation and discourage waste. The lowest rate is designed to provide for basic household needs and provide a reasonable allowance for irrigation. The higher rate, beginning at 25,000 gallons per month, is intended to charge heavier users more to accommodate the additional costs associated with peak demand.

17. What is the City's policy regarding leaks on a customer's property?

Generally, leaks are the responsibility of the property owner, both in terms of the cost of repairs and the cost associated with the lost water. These leaks can happen anywhere on the property and since the water equipment and pipes are owned by the property owner, any damages are their responsibility. This could include, but is not limited to, leaky toilets, broken irrigation systems, damaged hot water heaters, etc.

When leaks occur from the water meter or from the piping infrastructure from the water meter to the water main, the City is responsible for the cost of repairs and should adjust the customer’s account if it is clear that the lost water went through the meter. City staff can determine the approximate amount of water that passed through the meter by comparing readings to previous periods.

The specific point where the City becomes responsible for a leak, begins with the meter. However, if a leak occurs at the connection point of the property owner’s water line and the City’s meter, then the responsibility will be the property owner as they or their contractor is responsible for making that connection. 19. How does the City calculate the water bill?: Each customer has a water meter that is read by City staff every month. This number is inserted into our meter reading software which subtracts the previous reading for that meter. All of these readings are downloaded into our billing software which then calculates your bill. It should be noted that each account goes through a series of reviews to ensure the utmost accuracy.

20. Why has my water consumption increased?

The actual amount of water each customer uses is highly dependent upon personal needs. It is clearly true that two families of four, even neighbors, can use considerably different quantities of water in a single month whereas the average for many families of four could be fairly consistent. There are several factors that account for varying water use.

21. What do I do if my water pressure is low?: There are many reasons for water pressure issues in a home, a few of which include, faulty screens on the end of water faucets, including dishwashers and washing machines, as well as loose pressure reducing valves. The latter may need to be adjusted slightly to correct the problem. The screen could also be partially blocked on the valve, causing the water pressure issue.
Water pressure issues may also involve losing pressure when a toilet is flushed. However, this is not as much a serious problem as it is an annoyance. If you live in a two family house (i.e. Duplex) and are constantly competing with the neighbors for water pressure, you may want to have a professional plumber make sure your pressure regulator is working (or if you need one at all).

1. Do you have an ATM?: Yes. It is located outside between Haley’s Hunger Hut and Haley’s Shop. We accept Mastercard and Visa everywhere in the park as well. Ask about the Wet Zone Splash Cash for all your park spending needs!

2. Can I bring my pet?: Sorry, Fido has to stay at home. The only animals allowed in the park are the ones used for medical purposes.

3. At what age can children be dropped off at the park without being accompanied by and adult?: Children under the age of eight must be accompanied by someone 16 or older.

4. Are lifejackets permitted?: Yes! In fact, we recommend you use one on any little ones who cannot swim. We are happy to provide you one for the day, free of charge. They are located at the entrance in the large green bin.

5. Does Wet Zone offer season passes?: We sure do! Season passes are a great way to ensure hassle-free entrance into the park every day. Season passes are available to Rowlett residents for $40 and $60 for non-residents. Don’t forget to add Splash Cash!

6. What is Splash Cash?: Splash Cash is a convenient way to have spending money at the park without carrying around cash. With Splash Cash, no one else can use your card. Plus, if you lose your card, we can transfer the money to another card for a small fee. Load your Wet Zone Splash Cash in Haley’s Shoppe or in the ticket booth upon arrival!

7. Do you have Group Rates?: Of course! A group of 15 or more can come in for a mere $6 each.

8. Do you have a birthday package?: Celebrate your birthday at the Wet Zone, where the birthday child’s admission is free! Our party package is only $85 and includes one and a half hours under the birthday pavilion, one quarter sheet cake, a party host, a t-shirt for the birthday child, party favors for up to 30 kids and a visit from Haley the Hippo. Children’s admission is $9 (includes hot dog, chips and a drink), Adults can pay $6 for admission only or get a meal and admission for only $9. Reserve a pavilion for your birthday today.

9. Do you charge for parking?: No way! At Wet Zone, parking is always free.

10. Can I leave and re-enter the park without a charge?: We don’t mind if you need to leave the park, but make sure you get a hand stamp from one of our friendly greeters at the front gate.

11. Do you have first aid at the park?: Does a zebra have stripes? We sure do. First aid is located towards the front of the park right next to the women’s restroom. Look for the red cross symbol.

12. Are there height restrictions on any of the attractions?: We have several attractions suitable for all ages, including the fun-filled Water Playground, Swash, Turtle Cove and Water Wars. For the safety of your child, we require that riders be 48” or taller to ride Haley’s Rapid Ripple and Krr-Plunk.

13. Can I bring my own food / cooler into the park?: Feel free to bring in your own food and drinks from home. However, please leave any glass, alcohol and kitchen cutlery at home. Food from outside restaurants and caterers (for example: fast food, pizza, etc.) is prohibited. If you found you have forgotten something, there are plenty of yummy food options available at Haley’s Hunger Hut.

14. Can we bring our own floating devices?: You sure can! Just remember to keep you, your family and other people’s safety in mind and do not bring overly large floatation devices, inner tubes or arm floaties.

15. Do you have a spectator rate if I’m not going to swim?: Every guest who enters the park must pay for admission. Besides, basking in the sun, laughter and the enjoyment of spending time with friends and family is priceless.

16. Do you allow smoking in the park?: Wet Zone is a smoke-free zone, but please feel free to get a stamp from one of the friendly greeters at the front and step outside the gate to smoke. We have a bench and ashtray outside the gate for your convenience.

17. What type of swimwear is required at Wet Zone?: Swim trunks for men and swim suits for women are required. We ask that you do not wear cut offs since the fabric is not good for our filters nor our slides. As Wet Zone is a family-friendly waterpark, please refrain from wearing thongs or other inappropriate swimwear. Haley’s Shop has a wide variety of swimwear available at reasonable prices.

18. Can my child wear water shoes on a slide?: We admit, water shoes are great to prevent cuts and scrapes while walking around the waterpark barefoot, however, please do not wear them on a water slide as they have a tendency to get stuck on the slide which could lead to an injury.

19. Do you offer rain checks in case of bad weather once we’ve arrived?: We gladly offer rain checks if the park is closed for a consecutive hour due to inclement weather.

20. Is food available for purchase at the park?: We have everything from cheeseburgers and hot dogs to smoothies and turkey sandwiches available for purchase at Haley’s Hunger Hut. Order up!

21. If I forget my towel, do you sell them in the gift shop?: We have a selection of wonderful, fluffy Wet Zone towels available for purchase. In fact, Haley’s Shoppe offers a variety of swimsuits, sunscreens, goggles, toys and other necessities to purchase should you leave them at home as well.

22. Are alcoholic beverages sold or allowed in the park?: Sorry, no alcohol can be sold or consumed on the premises.

If you are a Rowlett resident and over 48” it is $8.50, if you are a Rowlett resident and under 48” it is $7.50.
