Building Permits are required for any type of plumbing, HVAC mechanical and electrical work, as well as new irrigation systems, swimming pools, hot tubs, driveways, sidewalks, foundation repair, and decks. If you are removing sheetrock and modifying the framing in any way, a permit is also required. It is always recommended if you are unsure if a permit is required, to check with our office before you begin.

Welcome to the Community Development Department. If you would like to add onto your existing home, construct an accessory building, expand a small business or embark on a large development project, we are here to walk you through the development process from start to finish.

We manage land use development through the administration of the Rowlett Development Code, Rowlett Form Based Code, and the implementation of the Comprehensive Plan, other plans, ordinances, policies, and procedures of the City.
We also prepare plans and/or studies that serve to guide future target development in the community, all while maintaining a high level of integrity and customer service.
