COVID-19 City Closures, Suspension, Cancellations

Public access to most City buildings and facilities has been discontinued for the duration of the Shelter in Place Order. We’ll still be here and fully staffed to provide the services everyone needs every day, but ask that you do business with us online, through email and over the phone. In some offices, staff will be available by appointment. 

In addition, all playgrounds, outdoor fitness equipment and park restroom facilities are closed for hygiene reasons. This includes Scentral Bark Dog Park and Waterview Golf Course.  

Public Safety remains our top priority and the Police and Fire Department facilities will remain open to the public. As always, call 9-1-1 if you are experiencing an emergency.

Municipal Court dockets have been postponed through April 30. The Court will continue to perform all essential functions daily including magistration proceedings, protective order proceedings, and certain mental health proceedings. If you would like to attend an essential proceeding, please notify the court at 972-412-6222 or Arrangements will be made for access to the court in most instances.

Fee Suspensions

  • Utility disconnects for non-payment are suspended.
  • Late fees on water bills are suspended.
  • Library fines are suspended and account blocks have been removed.
  • Code Enforcement will still provide notices, but citations are suspended.


  • Classes, tours and other non-essential gatherings at the Police Department and Fire Stations are suspended.
  • Non-essential City events scheduled through April 30 are canceled or postponed (each event will be separately evaluated to determine if it will be postponed or canceled).

The Rowlett City Council will still meet on their regular schedule.  All other Boards & Commission meetings have been postponed, but have been empowered to establish smaller sub-committees to continue work on time-sensitive items.

FCC Trash Service - beginning March 26, 2020, all items in the garbage poly carts must be in closed bags or FCC will NOT service the cart (please do not bag items in the recycling poly cart). This keeps items from escaping the carts and helps FCC staff (and the neighborhood!) practice safe COVID-19 hygiene protocols. If your items regularly do not all fit in one cart, please request a second cart calling the Utility Billing department (972-412-6105). The monthly fee for each additional cart is $11.74
