Using a phased approach, the City of Rowlett will reopen limited public access to certain facilities in accordance with Governor Abbott’s executive order and Report to Open Texas. This reduced access will allow residents, businesses, and visitors to still conduct in-person business with the City, but will help to slow the spread of the novel coronavirus (COVID-19) in the community. 

We encourage citizens to continue to conduct business online, by phone or via email whenever possible.

The Rowlett City Council will continue to meet virtually on their regular schedule.  Boards & Commission meetings will also be conducted virtually as needed. 

Following guidance and best practices from the Centers for Disease Control and Prevention (CDC), the City is performing enhanced cleanings of high-touch areas and has put safety measures in place in all buildings such as:

  • sneeze guards at counter tops to protect employees and the public; 
  • making hand sanitizer stations available;
  • floor decals to assist staff and customers with proper social distancing;
  • monitoring occupancy levels;
  • regularly wipe down and disinfect frequently used surfaces.
  • All visitors are asked to wear a face covering for health and safely while inside city buildings - if our visitors do not have a face covering, one will be provided.

Playgrounds 

  • Kids Kingdom and Wet Zone Waterpark reopen on Thursday, June 18.
  • All other playgrounds are open.

Rowlett Public Library 

  • Open: Mon 2 - 7pm
     Tues - Wed Noon - 5 pm
     Thurs 2 - 7 pm
     Fri - Sat Noon - 5pm
  • Curbside service is available Mon Noon - 2pm
     Tues-Wed 10am - Noon
     Thurs Noon - 2pm

  • No programs or classes at this time.
  • Limit of 50 patrons at a time.
  • Patrons are limited to a 30 minute visit.
  • A member of the Circulation Team will be available Monday-Thursday 6pm- 8:30pm to answer calls to complete Digital Access Library cards, preparing curbside request forms and answer questions.
  • Reference librarians will provide “roving reference” in the library with an iPad to assist patrons.
  • Public computers and catalog iPads are currently unavailable.

City Hall

  • Lobby limited to five visitors at a time.
  • Meetings held by appointment only. Please use the Staff Directory to find contact information for your party, or call 972-412-6100.
  • Council Chambers remain closed.

Utility Payment Office

  • Entry limited to the east door.
  • Employees will wear gloves when exchanging payment/documents with customers and sanitize gloved hands between each customer interaction.
  • Floor markers in place to provide customer payment queue 6-foot social distancing and foot flow direction.
  • Customers are encourage to continue use of online and phone utility bill payment options.

Animal Services

  • Limited to one visitor at a time.

Rowlett Community Centre

  • Open Monday – Friday 7am-6pm.
  • Gym  open at 50% occupancy to members only in 45-minute time slots, reservations required (972-412-6170).
  • Pickleball courts open 10am to 2pm in 45-minute time slots, reservations required.
  • Reservations open to members only until the facility opens at full capacity.
  • Patrons required to provide and wear face coverings and disposable gloves.
  • Restrooms open, lockers and showers remain closed.
  • Senior programs and fitness classes remain closed. All others may be conducted at 50% capacity.
  • Entry will be done through the front doors of the facility.
    • Distances will be marked on the sidewalk in front of the building where people will be queued until entrance time.
    • Temperatures will be taken before entering the building.
    • Hand sanitization station are available in front of the building at entrance and exit.
    • Entry will be done on the hour. 
    • Staff will clean all equipment and door handles in the 15 minutes between customers.

Parks and Recreation Programming

  • Preschool - adult programming resumes at 50% capacity.
  • Athletics practice fields open – one parent per participant in attendance.
  • Concession stands remain closed.
  • Youth sports associations may resume outdoor games and league play.

Swim Lessons at the Wet Zone

  • Limited to five participants.
  • Park remains closed for all other activities.

Municipal Court

Municipal Court has been and will continue to actively process cases. As a result of the COVID-19 pandemic, the Municipal Court delayed processing of warrants for non-appearance for Class C misdemeanors for the past several months. That delay is over. The warrant process has resumed. Persons receiving a notice to appear, whether in-person or virtual, must appear. Those who are at higher risk for severe illness because of age or a serious underlying medical condition must contact the court office for an alternative to appearing in person. Those who are scheduled for a virtual court appearance, but do not have access to a device capable of using the Zoom video conferencing app, must contact the court office.

Fee Suspensions

  • Utility disconnects for non-payment are suspended.
  • Late fees on water bills are suspended.
  • Library fines are suspended and account blocks have been removed.
  • Code Enforcement will still provide notices, but citations are suspended.

Cancellations 

  • Classes, tours and other non-essential gatherings at the Police Department and Fire Stations are suspended.
  • Non-essential City events are canceled, postponed or will be held virtually (each event will be separately evaluated).

FCC Trash Service - all items in the garbage poly carts must be in closed bags or FCC will NOT service the cart (please do not bag items in the recycling poly cart). This keeps items from escaping the carts and helps FCC staff (and the neighborhood!) practice safe COVID-19 hygiene protocols. If your items regularly do not all fit in one cart, please request a second cart calling the Utility Billing department (972-412-6105). The monthly fee for each additional cart is $11.74.
